We've been pondering the question of how we certify our website work against a quality benchmark to ensure that we are meeting more than just our own vision of what a business website should deliver. This lead us to search for published standards and guidelines that we can build into our work instructions. The following items seem to meet that criteria for us, and perhaps you will find them useful as well.
ISO Standard
There is an ISO standard for websites. The standard can be previewed and purchased from SAI Global.

Queensland State Government
This article is quite short, but it does provide a succinct outline of the items to ensure a business website covers.

Federal Government
The Federal Government has outlined the standards that all departmental websites must adhere to. These guidelines are useful benchmarks for business websites, as the government has to meet strict accessibility, privacy, and security measures while also meeting the informational requirements of their audience.

While the $14,000 membership fee would indicate that this is more than just a
standards organisation, the guidelines they provide are indeed
reflective of appropriate standards for business websites.
